Both large multifamily buildings built by investors and single-family houses need such an "energy passport".
The design energy performance certificate is required in order to obtain Authorization for Use (App. 16), as well as the right to live in the building.
Construction supervision companies can also request such a certificate to prove that the building is constructed according to the modern requirements.

How to measure the energy efficiency of a new building
In order to issue a design energy performance certificate of a new building, the so-called energy model of the building is made.
The materials with which it was built, the quality of the roof, the insulation of the walls, the number of windows, the heating, cooling and ventilation methods, etc. are taken into account. After the calculations, the building receives an assessment of its energy efficiency on an 8-point scale for energy consumption (from A+ to G).
In order to receive an energy efficiency certificate, your building must meet Class B indicators on this scale.
When a building is class B, this means that it meets modern requirements for energy efficiency and provides comfort to those living inside – the rooms are well-heated in winter, cool in summer and there is no mold.

It is now clear that a building of higher energy efficiency not only creates more comfort for its occupants in addition to lower bills, but is also more environmentally friendly.
To receive a Class A energy efficiency certificate, your building must have a renewable energy source – solar panels, heat pumps, etc.

The price for an energy passport of a new building is determined per square meter of total built-up area, the complexity of the systems in the building and its geometry.
