The deadlines for the building passports drawing up are soon

The average technical passport fee for a building is between 3 and 5 BGN per sq.m., as shown by a BTA checkup, in connection with the issue requirements for these documents under the Spatial Planning Act. For the compilation of the document, a construction and energy audit of the building is necessary.

Three upcoming deadlines also apply to citizens living in buildings with a total built-up area of over 1,000 sq.m.
 
By the end of next year, all high-rise properties over 5,000 sq.m. will require technical passports. The area covers the whole property, not the boundaries of the condominium, which means that many of the apartment blocks in Sofia will fall within the scope for the provision of a technical passport. 

A problem for many buildings, however, will be the lack of drawings, which will necessitate their architectural surveying. That will, in turn, increase the price for issuing the technical passport by one or two leva per square meter.

A building audit takes about four weeks. Two weeks are needed for the architectural surveying and two more for the structural inspection and the energy audit.

The technical passport could only be issued by consultants licensed by the MRDPW, as well as by entities who meet the requirements of the Energy Efficiency Act – for the energy audit.

The audits that need to be described in the document are those of the construction, site architecture, plumbing installation, electrical system, heating, landscaping, fire and emergency safety, as well as sanitary and hygienic conditions.

In addition, the recommendations for correction of the identified non-compliances should be described.

By 31 December 2014, that type of audits and passports are needed for buildings with medium-rise construction of between 1,000 and 5,000 sq.m., and by 31 December 2016 the same for low-rise buildings with less than 1,000 sq.m.

For the latter, an energy audit is not mandatory, but only a technical passport based on the structural inspection.

For one or two-family detached buildings, the provision of a technical passport is not needed.

According to the current ordinance of the Ministry of Regional Development and Public Works, after the deadline the municipality mayor must assign to the property owners on their account the drawing up of technical passports for the construction works.

The expenses incurred by the municipality will be reimbursed with a writ of execution.
