Energy efficiency of the building stock in Bulgaria

According to official data, the external building envelope has actual thermal transmittance values, which are 3 – 4 times higher than the new construction norms introduced in 2010. In 80 percent of the existing building stock basement and attic slabs lack thermal insulation.
Poor thermal insulation of the external building envelope is the cause of high levels of heat loss, while through glass windows and glazed balcony doors the total heat loss sometimes reaches up to 50 percent.
The biggest problems arise in buildings, built on large-panel technology, which are 18,900 and are located in 120 residential complexes in the country. They accommodate 707,441 dwellings inhabited by more than 1.77 million people. 83 percent of panel dwellings are located in district centres, while panel dwellings in many large cities account for about 50 percent of the total housing stock.
Expert estimates and analyzes show that about 10 percent of panel residential buildings need immediate repairs to indoor installations and roof hydroinsulation.
